A dryer that needs two cycles to dry one load is not worn out and does not need replacing. In almost every case the machine is working exactly as designed and the air cannot get out of the building. It is also, in that state, the leading cause of household appliance fires.

How a dryer actually works
People assume a dryer works by heat. It mostly works by airflow.
The machine heats air, pulls it through the tumbling clothes where it picks up moisture, and then pushes that hot wet air out of the house through the vent.
The heating part is easy. The removal part is where dryers fail.
If the moist air cannot escape, it circulates. The drum stays humid, the clothes stay damp, and the cycle ends with everything warm and still wet.
So a dryer taking two or three cycles is telling you its airflow is restricted. The heat is fine. The exhaust is not.
The signs, in order of seriousness
Loads taking longer than they used to, which is the first and most ignored symptom.
Clothes coming out hot but still damp, which is the specific signature of restricted airflow rather than a failed heating element.
The outside of the machine, or the room itself, getting unusually hot.
A burning smell, which means lint is being heated somewhere it should not be.
Lint appearing around the door seal or on the floor behind the machine.
No visible air coming out of the exterior vent hood while the machine runs, which you can check in ten seconds with your hand.
The vent flap outside not opening at all, which means nothing is getting through.
Why this is a fire issue
This is worth being direct about rather than burying.
Lint is highly combustible. It is fine, dry fabric fibre with a lot of surface area, which is essentially the definition of good tinder.
A restricted vent traps that lint inside the duct, close to a heat source, with hot air passing over it continuously.
Clothes dryers are consistently among the leading causes of home appliance fires, and failure to clean them is consistently the leading cause within that category.
The fix costs an afternoon and nothing else, which is the frustrating part.
The lint filter, which is not enough
Cleaning the lint filter every load is necessary and it is not sufficient.
Pull the screen and clear it before every single load rather than when it looks full.
Wash the screen itself with warm soapy water and a brush every few months. Fabric softener and dryer sheets leave an invisible film on the mesh that blocks air while looking perfectly clear. Test it by running water onto the screen: if the water pools rather than running straight through, the mesh is blocked.
Vacuum out the filter housing, the slot the screen sits in, since lint accumulates down there where you cannot see it.
A meaningful proportion of lint bypasses the filter entirely and goes into the duct, which is why the duct needs its own attention.
Clearing the duct
Do this once a year, and twice if you run a lot of loads or have a long duct run.
Unplug the machine, and turn off the gas at the valve if it is a gas dryer.
Pull the machine out and disconnect the duct from the back.
Vacuum the duct from both ends as far as the hose reaches.
Use a dryer vent brush kit, which is a long flexible rod with a brush on the end, worked through from the outside vent inward.
Clean the exterior vent hood and check that its flap moves freely. Birds nest in these, and a nest is a complete blockage.
Vacuum the floor and the back of the machine while it is pulled out, and vacuum the lint that has collected inside the machine’s own cabinet if you can reach it.
Reconnect with foil tape rather than screws. Screws project into the duct and catch lint, which is exactly what you are trying to prevent.
The ducting itself
The material and the route matter as much as the cleaning.
Rigid metal duct is the best option. Semi rigid metal is acceptable. Flexible foil is a compromise.
White vinyl or plastic flexible duct should be replaced immediately. It is combustible, it sags, and its ridges catch lint. Many building codes prohibit it outright.
Keep the run as short and as straight as possible, since every elbow adds resistance equivalent to several extra feet of straight duct.
Avoid crushing the duct behind the machine. A dryer pushed hard against the wall flattens its own duct and creates the restriction.
Never vent a dryer into a garage, an attic, a crawlspace, or indoors. All of that moisture has to go somewhere, and indoors it goes into your building.
Indoor lint traps that attach to the back of a dryer do not work adequately and dump humidity into the room.
Habits that keep it working
Do not overload. A packed drum stops air moving through the clothes, which is the same restriction from the other direction.
Spin the load properly in the washer first. Water removed mechanically in the spin cycle is water the dryer does not have to evaporate, and a higher spin speed shortens drying time substantially.
Dry similar fabrics together, since a load mixing towels and t-shirts finishes at different times and gets over-dried in part.
Do not run loads back to back without clearing the filter between them.
Leave clearance behind the machine so the duct curves rather than kinks.
The Phoenix part
Two local conditions bear directly on this, and one of them is unusually favourable.
The dry air here is a genuine advantage. Air holds moisture in proportion to how dry it already is, so the intake air a dryer is working with in this climate is far better at picking up water than humid air would be. A properly vented dryer here should be quick. That makes the two cycle problem an even clearer signal: if a dryer is struggling in Phoenix air, the restriction is real rather than the weather.
Dust is the local complication. Fine desert dust and the material blown around during haboob season accumulate in exterior vent hoods and in duct runs, and it combines with lint into a dense mat that ordinary vacuuming struggles with. Checking the exterior hood after a dust event is worth doing, and the annual duct clean is genuinely annual here rather than optional.
Garage installations are the third factor. A great many dryers here live in a garage, and a garage in a Phoenix summer is already at a temperature where a dryer struggles to shed heat, which makes an already restricted vent considerably worse. If your dryer is in the garage and slow, check the vent before you conclude anything about the machine.
When it is faster not to fight it
A duct clean is an afternoon, and a household still has laundry to do in the meantime.
